Gujarat Revolutionizes the Targeted Public Distribution System (TPDS).

Targeted Public Distribution System (TPDS) is one of the largest food security programmes in India which has been in operation since several decades. While the Government of India (GoI) provides the required quantities of food grain at subsidised rates, it is the responsibility of the state governments to ensure that it reaches the poor. Time and again, it has been established through surveys and studies that the existing PDS implementation suffers from considerable diversion and leakages of subsidised food grains at the cost of food security.

Under TPDS, each family is entitled to a ration card which, depending upon the Above Poverty Line (APL) and Below Poverty Line (BPL) categories is also an instrument of entitlement. Disbursal of food and non-food items such as wheat, rice, sugar and kerosene takes place through a network of a large number of Fair Price Shops (FPS) across the length and width of the State, each serving a section of the population in a given area. The Government of Gujarat (GoG) procures these items through the Food Corporation of India or the Oil Marketing Companies (OMC) and arranges for their distribution to the FPS dealers through its intermediate logistics organization i.e. the Gujarat State Civil Supply Corporation.

In the absence of a fool proof identity mechanism, bogus or duplicate ration cards are the major bane of TPDS, hampering its effective implementation. Though the GoI has launched the Unique Identification (UID) programme since 2010, the time frame of its implementation as well as integration with the PDS application remains uncertain. Further, there are inclusion and exclusion errors in TPDS i.e. non-poor classified as poor and vice versa. In addition, food security can be assured only if the delivery of food grains and other entitlements are subject to authentication by the beneficiary.

TPDS supply chain is prone to leakages as there exists a substantial price difference between the subsidised and market prices of the commodities. Handling the PDS commodities at market prices along with the transfer of cash subsidies is one of the mooted approaches. However, success of such a proposal would be contingent upon universal financial inclusion.

In its quest for a solution, instead of waiting for support from outside, Gujarat tried to handle this crisis internally. A stable leadership in the state provided all the necessary resources, be it  financial, policy level or administrative, for devising and implementing a successful model of TPDS reforms which is recognised by the Supreme Court of India. The Ministry of Food Public Distribution of the GoI and the United Nations World Food Program has also commended this Reform Model. In this Model, the citizen has been empowered to establish his or her identity and avail food grains while minimizing leakages and diversion. Also, innovative use of technology has enhanced transparency in the governance and delivery of entitlements to the poor. Interestingly, Gujarat’s TPDS Reform Model has been fully state funded and probably is one of the most cost-effective projects (about Rs 20 crores so far) in its category; while fully leveraging all components of the National e-Governance Plan (NeGP). Some of the state’s core strengths utilized for devising the TPDS Reform Model have been listed below:

  • Chief Minister of Gujarat, Narendra Modi, has envisioned 5 fundamental Shaktis of the society that can propel it’s all round growth and development viz., Raksha Shakti, Jal Shakti, Urja Shakti, Gyan Shakti and Jan Shakti. Out of these, a few of the following Shaktis have been utilised in the development of the TPDS Reform Model.
  • “Jyotirgam” is one of the core components of the state government’s vision of “Urja Shakti” that has enabled 24X7 supply of electricity – the lifeline of modern industry and technology – in all 18,000+ villages of the State. This is the mainstay of the e-GRAM center, i.e. a kiosk having VSAT based broadband connectivity along with a desktop PC, printer, web camera, bar code scanner, bio-metric device etc. and is operated by a Village Computer Entrepreneur (VCE) in all 13,697 village Panchayats in the state.
  • “Jan Shakti” is the engine of democracy in the context of Gujarat’s TPDS Reform Model. An empowered citizen is the beneficiary as well as the supervisor of TPDS implementation. As a matter of fact, a citizen-government partnership is expected to bring about efficiency improvements in TPDS administration on a continual basis.
  • “Gyan Shakti” is the foundation of modern civilisation. Innovative use of Information Technology (Gyan) has been woven into the TPDS Reform Model in such a way that it deconstructs a large and complex system of PDS administration into a simple and user- friendly solution.

TPDS Reforms: Outcomes

The state-wide implementation of the TPDS Reform Model is in progress since 2010. Some of the major milestones have been discussed here. As against 1.25 crore existing ration card holders in the beginning of 2010, 2012 has seen only 1.09 crore ration card holders in the state. This large reduction of 16 lakh ration cards has been achieved by door to door visits by enumerators who helped all existing ration card holders to fill up a fresh application form (Form 1) and also provide their other identity details such as Elector’s Photo Identity Card (EPIC) no, Driving License no, LPG/PNG connection nos. etc.

During 2011, the majority of Form -1′s were digitised and since the beginning of 2012, FPS wise list of all 1.09 crore ration card holders has been put up in the public domain on the Transparency Portal (http://dcs-dof.gujarat.gov.in/live-info.htm). Additionally, a list of all LPG and PNG customers (in excess of 70 lakhs) has been displayed on this Portal besides details of monthly allocation of various commodities to more than 16,000 FPS dealers.

Another positive outcome of this exercise has been the automation of TPDS, which is still in progress, in terms of generation of bar-coded ration cards for the issue of monthly permits at the FPS’s. While it has greatly improved the response time of TPDS administration, it has also reduced corruption associated with such processes, if any.

Ensuring delivery of food grains to card holders

Elimination of bogus cards in itself does not guarantee delivery. In the case of Gujarat’s TPDS Reform Model, elimination has been achieved with the help of these innovations i.e. Bar Coded Ration Card (BCRC) and Bio-Metric based Bar Coded Coupon System. Their pilots are operational since 2011 in more than 200 FPS’ areas across the state in the ratio of one FPS in each Taluka. A BCRC contains 2D Barcodes which store vital information about the card holder including the EPIC of one family member. A photograph and Bio-metric details of at least one adult from the cardholder’s family is taken before issuing the BCRC.

As shown in the diagram, the e-Gram plays a pivotal role in the TPDS Reform Model. After the cardholder’s bio-metric authentication in the pilot areas, the VCE issues a Bar-coded coupon sheet (containing commodity-wise coupons) to the beneficiary each month. Effectively, the BPL card holders get such a monthly coupon sheet free of cost while APL cardholders pay Rs 5 per coupon sheet each month. Each Bar-coded coupon has various details such as month, price, commodity, quantity, name of FPS dealer etc. Thereafter, the card holder visits the FPS along with the card and the coupons. FPS dealers collect the commodity coupon along with the printed price and hand over the quantity as mentioned therein. Once, a FPS dealer has collected sufficient number of coupons, he visits the e-GRAM to get these coupons registered at the Centralised Sale Register of that shop. This Sale Register becomes the basis of commodity replenishment in the subsequent month and it is appropriately reflected in the FPS Permits.

While the BCRC helps in the authentication of the card holder’s identity, the bio-metric based Bar Coded Coupon supports card holder’s mobility and more importantly, has a provision that gives choice of the FPS dealer to the beneficiary. As per preliminary feedback in the Pilot project areas, these reform measures have brought about qualitative changes in the delivery of subsidised commodities to the beneficiaries while the coupon based sales have registered further decline in the range of 20-30% i.e. savings of subsidised PDS commodities.

Improving Economic Viability of an FPS dealer

Considering that the TPDS Reform Model would largely curtail irregularities in the PDS, the Government of Gujarat realises the need to review the FPS viability so as to make it more rewarding. Some of the proposed initiatives are:

  • Compensating FPS dealers for coupon based transactions.
  • Door step delivery of food grain to the FPS dealers
  • Popularising the model FPS (Village Mall) scheme and permitting sale of non-PDS items at FPS by subsidising the working capital loan of those FPS dealers who avail it from banks.

TPDS Reforms: Road Ahead

The real challenge lies in the issuance of over 1 crore BCRC to those who have applied for it. The Jana Shakti sentiment has been invoked to expedite the process of issuing Bar Coded Cards with the help of e-Grams. In addition, all APL card holders are being exhorted to voluntarily exclude themselves from PDS by making an online declaration and also printing their Bar Coded ration cards online, without any hassle. Eventually, this will help improve the efficiency of TPDS by excluding such APL ration card holders from the supply chain of subsidised food grains.

Proper classification of the beneficiaries would ensure food security for the people in need. It is expected that with voluntary support, there would be continuous collation and convergence of important beneficiary datasets that are put up on the Transparency Portal. For instance, supply of kerosene would be averted to the gas connection holders if in a given area LPG/PNG connection holders’ list is matched against the list of ration card holders availing kerosene. Similar possibilities of beneficiary data collation are abounding in the case of MNREGA job card holders, Khedut Khatedars etc. In the long run this would prove helpful in the proper classification of the poor and the non-poor.

An optimistic time frame of June 2012 has been proposed for the state-wide roll out of the biometric based bar-coded coupon system of PDS delivery covering more than 16000 FPS. Once implemented across the state, the TPDS Reform Model would be another glittering example of how Gujarat forges ahead with its mantra of “Sauno Saath, Sauno Vikas”.

In this peak summer, when the sun is mercilessly beating down on the earth, with mercury hovering around 40 to 45 degrees Celsius, when even birds disappear from the scene, what motivates one lakh Karma Yogis of the Gujarat Government to go out there from 7 a.m. till 9 p.m. and extensively cover the countryside, across the state, for nearly a month?

It is for Krishi Mahotsav, which is being held for the last eight years with a determination to reach out to the farmers, to bring the latest technology for the growth of agriculture and animal husbandry at their doorsteps.

If someone wants to see the glimpse of a true democracy with people’s participation in action, one must get a firsthand glimpse of this successful campaign called Krishi Mahotsav. One must join the whole lot of senior officers and junior employees, progressive farmers and agricultural scientists, office-bearers, join hands with them to see them explain to the farmers the benefits, the nitty-gritties of the best agricultural practices.

It often happens in a government’s functioning that the concept is clear but glitches arise in implementation. Gujarat Government has already established its identity in good governance, both in terms of conceiving ideas and successfully implementing them.

In this case, like many other schemes, the government’s think tank discussed the entire campaign, the pros and cons, the difficulties likely to crop up during the implementation and prepared a foolproof roadmap for Krishi Mahotsav, which must succeed. They ensured the experts’ teams reach the last man in the very last mile.

The efforts have not gone in vain! While India’s agricultural has not gone beyond 3 per cent, Gujarat has continuously achieving 11 per cent growth rate during the last ten years.

This is despite the fact that Gujarat does not have perennial rivers and has to depend on rain for agriculture. The Government’s farsighted water management too, helped make Krishi Mahotsav a success.

Alongside Krishi Mahotsav, Gujarat paid equal importance to Cattle Medical Camps throughout the length and breadth of the state, taking care of 2.50-crore cattle wealth – be it treatment of diseases or vaccination campaign. To serve mute animals is a matter of great spiritual satisfaction.

The efforts resulted in an increase in milk production by 68 per cent during the last ten years, contributing to the state’s economic growth.

The message is clear: if the nation has to prosper, we have to make farmers and the villages prosperous. Gujarat’s success story on this front is sure to generate renewed confidence among the achievers.

This makes an apt subject for in-depth study or research into Gujarat’s unique achievement in agriculture and animal husbandry, parts of which can be seen through these links

ગુજરાત ગરમીમાં બરાબર તપી રહ્યું છે. ૪૦ થી ૪પ ડીગ્રી તાપમાનમાં દિવસે જાણે પક્ષી પણ ડોકાતું નથી. આવા ધોમધખતા ભર ઉનાળામાં ગુજરાત સરકાર, કૃષિમહોત્સવ દ્વારા ખેતી અને પશુપાલનના વિકાસ માટે ગામડાં ખૂંદી રહી છે.

આવી કાળજાળ ગરમીમાં, સરકારના સહુ નાના મોટા મળીને લગભગ એક લાખ જેટલા કર્મયોગીઓ, સવારે ૭ થી રાત્રે ૯ સુધી આખો મહિનો કઠોર પરિશ્રમ કરી રહ્યા છે. અધિકારીઓ, પદાધિકારીઓ, જાગૃત પ્રગતિશીલ ખેડૂતો, કૃષિ વૈજ્ઞાનિકો બધા સાથે મળીને કૃષિક્રાંતિને વધુ આધુનિક અને ઉપકારક બનાવવા ભારે જહેમત કરી રહ્યા છે.

લોકશાહીની સાચી વિભાવના એવી લોકભાગીદારીનો આ કૃષિ મહોત્સવ, સરકાર, ખેડૂત અને કૃષિ વિજ્ઞાનીકોની ભાગીદારી સુનિશ્ચિત કરનાર અદ્દભૂત આયોજન છે. જેના વિવિધલક્ષી સુફળ પણ મળ્યા છે.

ગયા આઠ વર્ષથી દર વર્ષે સતત એક મહિનો આ કૃષિ મહોત્સવ ચાલે છે. ઘણીવાર સરકારમાં યોજનાઓ કે કલ્પકતામાં કોઇ ખોટ નથી વરતાતી પણ અમલીકરણમાં જ મોટી થાપ ખવાઇ જાય છે.

પણ…ગુજરાતની સરકારે ઉત્તમ યોજનાઓનું ઉત્તમ રીતે અમલીકરણ કરી, સુશાસનની નવી મિશાલ કાયમ કરી છે.

સામાન્ય રીતે સરકારી વાત કે વિચાર પણ છેવાડાના માનવી સુધી ન પહોંચી શકતા હોય ત્યાં, યોજનાઓ તો કેવી રીતે પહોંચી શકે? આવી અનેક અનેક યોજનાઓ કેવી રીતે સાકાર થઇ શકે?

ગુજરાતે સુશાસન બાબતે પોતાની આગવી ઓળખ ઉભી કરી છે તેના મૂળમાં, યોજનાઓના અમલીકરણનો અને નિશ્ચિત લક્ષ્યાંક પાર કરવાનો સુવ્યવસ્થિત Road Map તૈયાર કર્યો છે એ જ એની સફળતા છે. કૃષિ મહોત્સવ પણ તેનો એક ભાગ છે.

ભારતનો કૃષિવિકાસ દર ૩ ટકાથી આગળ વધતો નથી. જ્યારે ગુજરાતે આ આખો દસકો લગાતાર ૧૧ ટકા, કૃષિવિકાસ દર હાંસલ કરી, દુનિયાનું ધ્યાન આકર્ષિત કર્યું છે.

ગુજરાત જેવો સુક્કાભઠ્ઠ વિસ્તાર બારમાસી નદીઓનો અભાવ, મુખ્યત્વે વરસાદ પર નભતો ખેડૂત છતાંય કૃષિક્રાંતિમાં સફળ હરણફાળ ભરી છે તેનું કારણ કૃષિમહોત્સવ દ્વારા યોજનાઓનું અમલીકરણ છે.

કૃષિ મહોત્સવની સાથે સાથે પશુ આરોગ્ય મેળા પણ યોજાઇ રહ્યા છે. લગભગ અઢી કરોડ પશુઓની સારવારનો આ સઘન પ્રયાસ છે. ગરીબ ખેડૂતના ગંભીર માંદગીમાં પીડાતા પશુઓની સારવાર હોય કે પશુ રસીકરણનું અભિયાન હોય, પશુની કાળજી લેવાનો આ સફળ પ્રયોગ છે. અર્થકારણથી ઉપર જઇ વિચારીએ તો, જીવદયાનું કે અબોલ પશુની સેવાનો સંતોષ પણ અનેરો હોય છે.

પરિણામે, દૂધ ઉત્પાદનમાં દશ જ વર્ષમાં ૬૮ ટકાનો વધારોએ પણ કૃષિ અર્થકારણ અને ગ્રામિણ અર્થકારણના અભ્યાસુઓ માટે સુખદ આશ્ચર્ય છે.
દેશને સમૃધ્ધ કરવો હશે તો ગામડું અને ખેડૂતને સમૃધ્ધ કરવા જ રહ્યા. ગુજરાતની આ પહેલ અને તેની સફળતા, વિકાસને વરેલા સહુ માટે નવો વિશ્વાસ પેદા કરશે તેવી મને શ્રધ્ધા છે.

गुजरात गर्मी से बराबर तप रहा है। 40 से 45 डिग्री की झुलसा देने वाली तपिश में दिन में पक्षी भी नजर नहीं आ रहे। आग उगलते आसमान के इस मौसम में गुजरात सरकार खेती और पशुपालन विकास के लिए कृषि महोत्सव के जरिए गांवों की खाक छान रही है।

ऐसी भीषण गर्मी में सरकार के लगभग एक लाख छोटे-बड़े कर्मचारी सुबह 7 से रात्रि 9 बजे तक पूरे महीने कठोर परिश्रम कर रहे हैं। अधिकारी, जागृत प्रगतिशील किसान, कृषि वैज्ञानिक सभी साथ मिलकर कृषि क्रांति को और भी आधुनिक और उपकारक बनाने को पसीना बहा रहे हैं।

लोकतंत्र के मूलभाव समान लोकभागीदारी का यह कृषि महोत्सव सरकार, किसान और कृषि वैज्ञानिकों की भागीदारी सुनिश्चित करने वाला अद्भुत कार्यक्रम है, जिसके विविधलक्षी सुफल भी मिले हैं।

गत आठ वर्षों से निरंतर आयोजित होने वाला कृषि महोत्सव प्रति वर्ष पूरे एक महीने तक चलता है। प्राय: सरकार की योजनाओं और दृष्टि में कोई कमी नहीं रहती, लेकिन उसे अमलीजामा पहनाने में ही बड़ी चूक हो जाती है।

लेकिन… गुजरात की सरकार ने उत्तम योजनाओं का बेहतरीन तरीके से अमलीकरण कर सुशासन की नई मिसाल कायम की है।

आम तौर पर जहां, सरकार की सोच या विचार भी समाज के अंतिम व्यक्ति तक नहीं पहुंच पाते, ऐसे में योजनाएं भला कैसे अपना रास्ता बनाएं? ऐसी अनेक योजनाएं किस तरह से साकार हो सकती हैं?

सुशासन को लेकर गुजरात ने अपनी एक अलग और अनोखी पहचान स्थापित की है। योजनाओं के क्रियान्वयन का और निश्चित लक्ष्य को पार करने का सुनियोजित रोड मैप तैयार किया है और यही उसकी सफलता है। कृषि महोत्सव भी इसमें शुमार है।

भारत की कृषि विकास दर 3 फीसदी के आसपास हिचकोले खा रही है। वहीं, गुजरात ने बीते समूचे दशक के दौरान मुसलसल 11 फीसदी कृषि विकास दर हासिल कर दुनिया का ध्यान आकृष्ट किया है।

गुजरात जैसे सूखे प्रदेश ने बारहमासी नदियों के अभाव और विशेषकर बारिश आधारित खेती के बावजूद कृषि क्रांति में तरक्की की सफल छलांग लगाई है। इसकी वजह कृषि महोत्सव के जरिए योजनाओं का क्रियान्वयन है।

कृषि महोत्सव के साथ-साथ पशु स्वास्थ्य मेले भी आयोजित किये जा रहे हैं। करीबन ढाई करोड़ मवेशियों के ईलाज का यह सघन प्रयास है। गंभीर बीमारी से पीडि़त पशु का उपचार हो या पशु रसीकरण (टीकाकरण) का अभियान हो, गरीब किसान के पशुओं की देखभाल का यह सफल प्रयोग है। अर्थव्यवस्था के नजरिए को दरकिनार कर सोचें तो, जीवदया का या फिर मुक पशु की सेवा का संतोष भी अनोखा होता है।

नतीजा यह कि, दूध उत्पादन में केवल दस वर्ष में ही 68 फीसदी की बढ़ोतरी हुई। यह बढ़ोतरी भी कृषि अर्थव्यवस्था और ग्रामीण अर्थव्यवस्था का अभ्यास करने वालों के लिए सुखद आश्चर्य के समान है।

यदि देश को समृद्घि की दहलीज पर खड़ा करना है तो गांवों और किसानों को यकीनन समृद्घ बनाना होगा। मुझे श्रद्घा है कि, गुजरात की यह पहल और उसकी सफलता विकास के लिए कटिबद्घ सभी लोगों में एक नया विश्वास पैदा करेगी।

Narendra Modi asks farmers to build farm ponds and lay drip-irrigation pipelines, funded by NREGA and GOG schemes

Ahmedabad, Wednesday: Gujarat Chief Minister Narendra Modi today asked the farmers to build farm ponds (locally called ‘khet talavdi’) and lay pipelines for drip-irrigation before the monsoon sets in.

Talking to about three lakh farmers through videoconferencing on the occasion of Krishi Mahotsav-2012, he said that while farm ponds scheme is Centrally funded by NREGA, Government of Gujarat offers 95 per cent assistance for drip-irrigation.

He said that area under drip irrigation in the state has increased from 10,000 ha to 5,00,000 ha over the last ten years – mainly for water-intensive crops like paddy, sugarcane and banana.

The Chief Minister said that it is in the state’s interest that every drop of water is conserved and it does not go back to the days of dry zones. It is in the same context he gave the slogans like ‘Per Drop More Crop’ and ‘Tons of Crop from Tips of Water’.

He said that nearly 6-lakh check dams, bori bunds and farm ponds build during the last ten years, besides Narmada and Sujalam Sufalam Canal Netwroks, have helped underground water table rise by three to thirteen metres as per the topography of the river basin. He said that terrace farming is also fast catching up in ravines of hilly regions in the state. Embankments are built in the driver deltas to check saline ingress in the coastal regions.

Gujarat CM inaugurates Devka Vidyapith at Rameshbhai Oza’s birthplace

Ahmedabad, Wednesday: Gujarat Chief Minister Narendra Modi today inaugurated Devka Vidyapith founded by noted commentator Rameshbhai Oza ‘Bhaishri’ on a 40-bigha plot at his birthplace at Devka near Rajula on the Saurashtra coast.

The new campus based on rich values on the lines of ancient gurukul system of education has been developed by Ramesh Bhaishri to payback his indebtness to the society in collaboration with donors from nearby areas.

Speaking on the occasion after seeking the blessings, Mr. Modi said that education is the base of all round development of a nation. He said that Mahatma Gandhi too realized the importance of Indian system of education, to instill patriotism free from indoctrination by British system to set up Gujarat Vidyapith. Great freedom fighters like late Shyamaji Krishna Verma had also expressed such views.

The Chief Minister said that Gujarat has now charted a new path for human resources development. He said that he derived immense pleasure by the sight of daughters born in poor families going to school, possible through campaigns like Girls Education and School Enrolment.

Ramesh Bhaishri thanked the donors for their contribution to the project. He wished children in the vidyapith learn culture, attain success in life and serve the nation. He lauded the leadership qualities of Mr. Narendra Modi as the Chief Minister.
